Apparently this BYOB was technically illegal but not really ever enforced Today the City Council just voted to make it explicitly legal:

Why people take 435 clear around everything to go to KCI is beyond me. Everybody I know takes 435 even though it's much quicker to take other routes and you have development along the way on those routes for food, banks, gas etc if needed. Because the people taking I-435 are scared of the parts...

Have you called DOR to report the discrepancy between their web site and your experience at one of the license stations? Those offices are run by contractors, not the DOR, so there is a lot of room for error. Or have tried simply going to a different office?

In reality, I suspect the end of the e-tax will spark another exodus of residents and business from KC as money necassary to run the city and provide service runs out. Missouri sure knows how to shoot itself in the foot with ridiculous legislation like the Hancock ammendments and the recent e-tax ...

The lax snow clearing culture in the southern midwest extends beyond being an anti-urban trait.
