There's some indication that AMZ likely to be interested in states with no income tax. MO would need to come up with something to offset it.

The city should pitch locations along streetcar line, heavily emphasizing streetcar is free. The lots near 8th/Wyandotte are large enough for several hirises. And then can extend to North Loop if it makes sense.
