Yes, Downtown has a long enough runway for 20-30 seat regional jets - runway 1/19 is about 7,000 feet.

They couldn't do it right _now_ because of the construction work.  1/19 is being upgraded.  When it's open, Boeing 757's land here (private of course - eg, Paul Allen, Dick Cheney, etc).

As to frequency, KC has the second most busy railroad interchange in the country.  As I recall, there are about 240 trains thru there a day.  This seems to fit - if you sit on Lidia's patio, seems to be a train about every 10 minutes.  Altho it appears flat, there is a bit of grade for the tracks.  ...
