A design build is actually better as the project gets done in less time, however the designers, consultants, transportation departments, MARC must all be in agreement on the design. The T-Rex project in Denver was a design build and it is almost completed in 6 years, and that includes new LRT track...

2007? ech. still, this is a big help... thanks for the info! And that's just the legislative effort allowing this change in the law!! MARC has some political influence with the state and local governments, but eventually it is up to the elected officials of both states to pass law and allocate funding of transit. For the most part MARC and any other council of governments around the US are merely consultants!
