the river market this would work too, though there's not many alleys. the one between 500 blocks of Main and Walnut would be a good place for something.
it's technically 4th St, but that corridor between Delaware and the city market has four units on street level that would make perfect retail.

For me, a better Target spot is to go into Three Light. But I wouldn't complain if a department store wanted to be on Grand and a clothing store on Main. Downtown needs both.

the 1->3 track split at the maintenance building is going in. It's the most impressive part of the track going in.
