Consider a new streecar system, such as Portland Oregon has done .They recently started work on a 2nd extension. The original segment clocked in at roughly $50 million. Blue Springs to Bonner Springs is way too far for light rail , which requires density along the route. Heavy/commuter rail is a different story. US54 west from Wichita serves as a defacto Interstate due to the enormous # of trucks seeking to transistion to I40. It would serve the same purpose as I20 does in Texas, connecting I40 to I10. you can go everywhre you need to go, starting from the airport. extensive buses too. Light Rail goes through the West Hills, with a stop at the Zoo and washington Park.

If you are taking I 84, you'll come right down the gorge. I know you probably want to do big city things, but a lot of the beauty of the PNW is outside the cities. I like Portland better than Seattle, a port city Portland is a realized KC, a river city with the downtown full of people and business...
