Yes, and the city is all-too-willing to oblige. Same applies to Crossroads: Dozens of intersections with cars legally parked too close to the intersection (less than 30 feet), thus creating major visibility issues. So basically the current visibility issue is from the city "compromising" to appease...

The parking will support multiple projects and unlock other nearby parcels for redevelopment that aren't yet public. Other than being a public garage that's shared, I can't think of a better approach for a new parking structure. I'm told it's office + residential, so the parking will also be shared...
