I would hope there were entities beyond the cities and states that could broker this, business interests, societal movers and the like.

Kansas always points to some aspect of Missouri's programs that violate something.

Meh, planned rebuilding. They will likely get better over the season and hopefully a few players will have good seasons so we can get something for them closer to the trade deadline.

The TDD method won't generate enough money in any other corridor in the city, so we didn't lose much by having to have a vote.
