The problem with your argument is that doctors who come for a short period during residency are not going to buy houses. Residents probably aren't in the financial position to buy $600,000 houses. Take your argument to the banks. Many of the problems stem from lending institutions that require onsite parking before they will provide loans.

The compromise, if it receives incentives, should be that the design allows for easy conversion to residential if a hotel occupant moves on 20 years from now.
