A 2000 survey indicated that 60+% of downtown residents worked outside of the downtown district, so this is not a new phenomenon.
What may be new, is the large number of people who live and work remotely, or independently, out of their homes.

Sometimes I think if KC just bought a regular, small ad in the Wall Street Journal in the real estate section advertising what commercial rents are per sq. foot in downtown Kansas City; avg. apt. rents; avg. home prices, etc., that might be enough. This is one of the few spots where residential does not make sense.

Heavy handed actions?
Try red-lining and race terror for heavy handedness.

Historically and until only recently North Kansas City was a white enclave.
It was not abandoned and relegated to poor people who could afford nowhere else.
Your comparison has no relativity.

Why should the time of purchase mean citizens get a special deal on their taxes to keep them below the market yet be able to benefit from selling their home at market rates? A need-based system is different and isn't just a blanket freeze. "..judiciously freeze taxes on fixed or limited income...

Fixed property tax rates will create bigger problems. Road, trash, etc costs don’t stay down because the city fixes m taxes. It discouraged new people entering into a neighborhood because the city has to raise rates on new owners over existing existing which will hurt sales. NO. Taxing jurisdiction...

But also, in some cities dogs don't use grass, they just lay it out on the curb or sidewalk.
