I think the surface lots around 8th and Wyandotte would be better for an urban Target than the P&L area. The easy highway access up there would give it a pretty large catchment area (dt KCK, North KC, etc).

What's changed that would make a grocery store viable now that wasn't ten years ago? Not much, I guess. The Kirkwood development will add some people right next door, but I don't know how many. What confuses me is how a grocery store could fail with such close proximity to a large university.

In my Roth, I have ETF's rather than mutual funds. They have some advantages, like really low fees, and the ability to trade like a stock. My Chinese fund 'FXI' has done pretty well, though not lately of course.
