Perhaps the Council should just vote NOW on whether they would or wouldn't agree to rezone the parcel BEFORE the demolition. If the owners don't get a commercial rezoning approved, then Birt's offer would be moot anyway and they could just put it on the residential market. That's the fastest way to...
