3 shifts? 7 days a week? I could see even a couple shifts working for this. two shifts and 235000 sq feet gives 160 sq feet per person across the whole space. Three shifts, 320. 320 sq feet is approx 18x18. That's a lot of space on average. Seems reasonable the space is big enough for 3000 workers.

Vacating main is a great idea I would think need to be much bigger than one block. The problem is there's so many destinations still. With the streetcar and bus what difference does 12th vs 18th really make? The current closest target is ~15 minutes from downtown so a department store placed anywhere downtown will be in the sphere of influence of all of downtown equally.
