When I click through the "permits" link for that on parcel viewer, there's nothing recent. This leads me to believe this renovation is NOT permitted by the city. I'd report it to 311. There's usually a reason people avoid getting permits... And reported. Permits are all associated with the address ...

That's an awful move for KCSoda, less space so have to provide less product mix. Less exposure since you have to enter the City Market corridor (interior) to see it rather than the street location it is located. I love the counter idea, they could have vanilla ice cream and make all sorts of floats...

US 71 to downtown didn't exist in 1997, it wasn't finished as a road until 2001, so it wasn't that long ago that Oak would have been used for inbound traffic from the south.
