The sunken south portion of the loop has more, way more, capacity than needed to carry any excess from the north loop if that were to be closed. Ha! you can call the court and confirm your application was accepted -- (816) 881-6671. if you fail to qualify, you will simply not receive a ballot. That's another area for confusion. The key word is "recommends"

If a height maximum is super important to the community it should get the council to set a stronger restriction much like parking requirements, setbacks, land use and the like.
