The stairwell would be on the buildings' western end. Oops, my bad. The rendering looked like a north-south alignment to me... I was having trouble differentiating new-build from existing on the non-glass portions. The helpful part is the campus and building renderings show the same sky bridge.

Dockless could work with some structure, such as using designated bike racks issued a city permit. A Single MAX line from the Cerner campus, along Bannister, up Wornall/Brookside/Main to downtown up N Oak to Barry and into Tiffany Springs industrial. This one line would connect a huge number of people to the major jobs centers of KCMO and dramatically minimize the number of transfers between them...
