Curious if the 42 cents on the dollar is comparable to similar programs in other states and, if it’s worse, how Missouri can improve. That seems far more responsible than just ending the program. But this is a good reminder of what a bastard Greitens was.

I think Planning is. There are so many added requirements for developers that it’s probably not the development attorneys. And I can’t imagine a neighborhood pushing this.

Absolutely. It’s also a hassle when your kids go to school on the other side of town and you have to go there for events, etc. Lincoln is obviously more complicated due to its having been the city’s African-American high school. A lot of families still have ties to that era of the school’s history.

If you did a single lottery that randomly assigned students to one of the two schools, you could at least get Southwest open and minimize the risk of resegregating. But it wouldn't address the ownership issue at Lincoln or the proximity issue at SW. And people would probably freak out.

My prediction is that it will continue to see a decrease in its African American population until the school board feels the heat from both sides and finally reopens Southwest HS. The UCB event space at the old fire station and the two apartment buildings in the 4500 block have hit some more-vocal-than-rational opposition in South HP and may not happen. Bad news, because both have potential. I am genuinely curious how anyone will ever get a Troost project through Hyde Park.

Winging project coordination is short-term thinking. You spend the money coordinating or you spend money on rework from a lack of coordination. Public Works' fee table alone makes me think the former is a superior idea.

I'll also add that it took a remarkable amount of diplomacy by Justus to get NewKCI through a fractious council. Regardless of which side of the debate you were on, having a mayor with the skills to accomplish something like that is a major plus in a weak mayor system.
