I think it's not surprising that Penn Valley Park is underutilized when the pedestrian connections to its closest neighbors are sometimes as much as ten times longer than the actual distance. Thanks for taking a look at the concept. You are absolutely correct that curb cuts are awful for bike lanes. Hopefully in time some of those can go away.
