hmmm...i've been doing touristy stuff lately, i visited the Empire State Building observation deck for instance - - being open air, it rules. Also need an attraction like the rose garden at Loose. Get some weddings in there. The view would be spectacular. You would need a pavilion, preferably something that could be a four season space. Bad as school lunches are, it may be the only reasonably decent food poor kids get. And there is a breakfast program for poor kids as well. And it's free.

Parks, like the pictures shown of old PVP, were important urban amenities in the 19th & early 20th century. People didn't have the means to travel, so they were a way to spend time in an non-urban environment located within the city.

PVP would need amenities to draw people and it needs to be safe. There is a regional park in the hills behind Berkeley CA. Mostly hills, but attractions in the flat areas. The money that Florida rejected is being redistributed to other states. My daughter was looking into taking the Acela from DC to NYC, but it's cheaper to fly.
