I know exactly the couple you are talking about! I've also seen them cuss people out and aggressively harass people. Not sure what their deal is. They are real jerks, though.

Other than that, I haven't had issues with panhandling. Usually, the people are very polite.

You are absolutely right. Trail users should be encouraged to approach building FRONTAGES. Instead, this scheme pushes them to the "utility zone". And besides, shouldn't trails connect you TO commercial centers and not THROUGH commercial centers? I'd much rather spend money making Brooksid...

I think it is interesting how often people talk about Westport this way. I have lived in KC for 7 years and almost never go to WP at night - though I have been coming here during the day for years. I see it as a thriving daytime district. Maybe I am an optimist?
