If the spaces are 2'x6', they'd only need to be 6-ft apart, but still pretty shitty solution (maybe P&R didn't allow the locks in ROW).

Only thing I can think of is the long-term versus short-term requirement. Long-term requires cover and visibility from the building. Otherwise why not just put them all on the north side?
