This might be a terrible suggestion, but you might check out Stockton Lake and the surrounding area. They've got trails and canoeing, but you can also apparently sail or scuba dive there. The website is doing maintenance at this time of night, so I can't be completely sure of prices, but we have Uverse and have been very happy with them over the past year.  We pay about $130 a month for (I think) 200 channels and 12 mbps internet.
