You can't have that high a percentage of low income residents in any one building. The goal should be 10-15 percent of apartments rented to low income residents unless it's a seniors-only apartment community. Most tenant problems are among younger people. I think I recall reading that the church has an option to buy the rest of the block, and that once the church is constructed, they plan to build some sort of activity hall on the rest of the block later on.

If you are high income, and can afford a really big apartment, having a balcony inset into the apartment doesn't seem like a big loss of space because you have enough space anyway.
