In 1999 Joco had 43 percent of all housing starts in the metro. Now that is down to 29 percent. The Northland has passed Joco with 33 percent. When they say "disenfranchised", do they mean disenfranchised or not enfranchised?  A good number of Hispanics (but by no means all) are not enfranchised because they are not citizens.  That has nothing to do with the people of SW Kansas- it has to do with voting law.  It is the same way ...
